General Provisions:

By registering and using the Platform, the Participant agrees to the following:

The Participant shall comply with these Terms and Conditions (hereinafter referred to as the “Terms and Conditions”) with regard to the Platform’s usage and shall benefit from all the services contained therein and provided by the Ministry of Culture.
The Participant’s use of the Platform or Services shall be subject to all applicable or related regulations.
The Ministry of Culture reserves the right to modify, halt, temporarily or permanently suspend the Platform or any features, services, options, or parts thereof without prior notice.
The Ministry of Culture reserves the right, at its sole discretion and without prior notice, to amend and revise the Terms and Conditions or any of other policies thereof that it may publish from time to time, and the Participant shall, accordingly, review any updates hereto, as the Ministry of Culture shall not announce the changes that it makes hereto or any of other policies thereof, that it may publish from time to time.
These Terms and Conditions shall apply regardless of the type of device the Participant uses to access the Platform (including PCs, laptops, mobile phones, or tablets). These Terms and Conditions shall also apply if the Participant accesses the Platform through third party websites or applications.

Platform Services:

The services provided by the Ministry of Culture shall include providing any information, initiatives or programs about the projects adopted thereby through the Platform, and also include the opportunity for users to submit submissions to various projects that are subject to review - nomination - evaluation - voting, then selecting the winning submission, as well as other features and options that it shall offer from time to time through the Platform (hereinafter referred to as the “Services”).

Accounts and Registration:

Terms of Usage and Registration on the Platform:
The Participant shall create an account on the Platform.
The Participant shall provide the personal information thereof, which shall be collected and used in accordance with any applicable or related regulations.
The Participant shall maintain accurate and complete information in account thereof at all times, and shall maintain the security and confidentiality of the account thereof by not sharing the password with others, restricting access to the account thereof, computer and device, and agrees to accept all risks of unauthorized access.
The Participant shall notify the Ministry of Culture immediately in case of discovering or suspecting that there may be security breaches related to the Platform or the account thereof. In case that the Participant is unable to do so, this may result in failure thereby to access and use the Platform, and the Ministry of Culture shall reserve the right to exclude the Participant from registration and use of the Platform.
The Participant may not create or use an account of any person other than his, provide an email address or a mobile number other than the email or mobile number thereof, or create multiple accounts for any purpose. In the event that the Participant allows others to access the account thereof, it shall be an acknowledgment of the Participant’s responsibility for ensuring the compliance thereof herewith and acknowledging that the Participant bears responsibility for the activities and conduct thereof while using the Platform, and shall disclaim the Ministry of Culture from the same.
As part of the Participant’s use of the Platform to receive from time to time electronic communications or notices from the team of the National Cultural Awards Initiative thereto, either by email or mobile number or by sending notices relating to the Platform or Services or both, the Participant agrees that such communications may include notices about the Participant’s account (such as password changes, confirmation of registration, or a transaction-related notice) or any other communications relating to the Participant’s use of the Platform, and that the Participant agrees that any notices, agreements, disclosures or other communications the team sends to the Participant electronically shall meet any legal requirements for correspondence.
The Participant agrees that the Ministry of Culture shall have the right to send future correspondences or notices about other projects relating to the operator.
In the event that the Participant’s account is disabled, the Participant may not be able to create a new account without the approval of the Ministry of Culture.

Limitations of Usage:

The Participant agrees and acknowledges that, when using the Platform, he shall not be authorized or permitted to do any of the following:
Use, copy, adapt, modify, reproduce, prepare works derived therefrom or based on the same, distribute, license, sell, transmit, publicly display, publicly perform, broadcast, stream or otherwise exploit the Platform or any Content.
Attempt to have unauthorized access to harm any aspect of the Platform or use the same, including user accounts, in any way that may harm, disable, overburden, spy, damage servers, networks or related systems, or may interfere with any third party’s use and enjoyment of the Platform.

Submitting Submissions:

Prior to any submissions being submitted on the Platform by the Participant, the Participant hereby agrees to the following:
The Participant and the licensees thereby shall remain the owner of any submission on the Platform (including any texts, photos, files, videos or audio recordings) (hereinafter referred to as the “Content”), and shall grant the Ministry of Culture the perpetual, non-exclusive, sub- right and without any claim to be made for copyright rights around the world, and shall also authorize the Ministry of Culture to use, reproduce, modify, publish, translate and derive works from the distribution, operation, display, communication with the public and exercising all copyright and advertising rights in connection with that content and/or merging the same with other works in any media currently known or subsequently developed for the entire term of any such rights granted to such content, in compliance with the privacy restrictions as stipulated in the applicable or related regulations, and that the Participant shall be responsible for any submission to be submitted thereby on the Platform, and submitting any submissions shall mean that the Participant acknowledges the following:
The Participant undertakes and acknowledges having the legal capacity to agree hereto and to submit the submission.
The Participant undertakes that this submission and content is the work thereof and that the Participant has the right to submit the same to the Ministry of Culture for use in all the purposes mentioned herein, applicable regulations or related regulations, and agrees to waive any moral rights in the submission for the purposes of submitting and publishing the same on the Platform and for use by all the above purposes.
The Participant undertakes that the submission thereof shall not violate any rights of a third party or restrict or prohibit the use and enjoyment of the Platform thereby, and that the Ministry of Culture shall not bear any responsibility as a result of the violation thereof of the rights of any third party, and these Terms and Conditions shall be considered a discharge of liability in respect thereof.
The Participant undertakes that the usage of and submission to the Platform thereby is lawful and in accordance herewith and does not cause any harm or inconvenience to others and that it does not contain any offensive or insulting material or impede the normal course of dialogue in the Platform.
The Participant undertakes not to submit or publish any submission similar to the one submitted via the Platform or include the same content on any other site or program without the approval of the Ministry of Culture.
The Participant’s submission and content thereof shall not include the use of language that is unacceptable, degrading, offensive, threatening, violent or intolerant (with respect to religion, race, gender, sexual orientation, origin, age, disability, or physical or mental condition).
The Participant’s submission and content shall not include discussions that encourage, motivate or provide harmful information related to criminal or illegal practices (including, without limitation, pornography, explosives, weapons, violence, drugs, viruses, piracy or copyright infringements).
The Participant’s submission and content thereof shall not include placing the addresses of other websites, applications, services, or any other content containing materials that infringe the intellectual property rights of any third party.
The Participant’s submission and content thereof shall not include exchanging phone numbers or home addresses or harassing other users of the Services (either privately or in public forums).
The Participant’s submission and content thereof shall not include impersonation of Ministry of Culture employees, celebrities or any other personalities or persons.
The Participant’s submission and content thereof shall not include the presentation of false or misleading facts.
The Participant’s submission and content thereof shall not include any acts that may disrupt or disable the effectiveness, stability or security of the Services (including without limitation viruses, crashes, worms, trojans, or any other form of virus), or may conduct reverse engineering, tracking, recording or otherwise listening to communications or traffic within or between the Services or users thereof.
The Participant’s submission and content thereof shall not include advertisements, offers or unsolicited spam methods, or use of the Services for unauthorized commercial purposes.
The Participant’s submission and content thereof should not include any references that may offend the Ministry of Culture or the Services offered thereby.
The Participant’s submission and content thereof shall not include any content that may cause harm to the Ministry of Culture.
The Ministry of Culture shall have the absolute right to determine the existence of a breach of the Terms and Conditions related to the Participant’s use of the Platform. Therefore, the Ministry of Culture, in the event that there is any breach hereof, may take the measures it deems appropriate, including:
Immediate withdrawal, whether temporary or permanent, of the Participant’s right to use the Platform, the Services and/or any of the components thereof.
Take all legal measures against the Participant to compensate the Ministry of Culture for all costs incurred as a result of the infringement.
Take any other measures that the Ministry of Culture deems appropriate.

License Granted by the Participant:

The Participant acknowledges and warrants that he has the right to grant the Ministry of Culture a perpetual, irrevocable, non-exclusive, free, transferable, copyright license with the right to sub-license, use, review, copy, adapt, modify, distribute, license, sell, transmit, publicly display, publicly perform, stream, broadcast and exploit the content created thereby on or through or by means of the Platform or the Services or both, in accordance with applicable or relevant regulations, and that such a license is non-exclusive, except for the Participant’s consent to grant the Ministry of Culture the exclusive right to exercise the same to the extent of merging the content created thereby with the content created by other users for the purposes of creating or filling out a database.
The Participant hereby acknowledges and agrees to be solely responsible for the content created and made available thereby via the Platform, and accordingly, warrants and guarantees that:
The Participant shall be the sole and exclusive owner of all the content created and submitted thereby, which is available through the Platform and shall have all the rights, licenses, approvals and issuances necessary to grant the Ministry of Culture the rights in this content created thereby.
The Participant shall not exploit the content created thereby, or publish, upload, submit or otherwise send the same or the Ministry of Culture’s use of the content created thereby (or any part thereof) in, through or by means of the Platform or Services or both as all of this shall be deemed as an infringement or violation of a patent, copyright, trademark, trade secret, moral right, intellectual property right, copyright, or privacy or may result in a violation of any applicable law or regulation.
The Participant shall compensate the Ministry of Culture against any liability that may arise as a result of the breach thereby of declarations and undertakings thereof and these Terms and Conditions. The Ministry of Culture disclaims any liability that may arise or relate to the content.
The Participant acknowledges and agrees that content obtained or received from the Ministry of Culture thereby, the employees, contractors, operators thereof, or by patent holders, sponsors, advertisers, licensees, operators, or otherwise through the Services are for the purpose of the Services provided by the Platform.
The Participant acknowledges that all rights, including, but not limited to, copyright, database rights and trademarks in the Platform and contents thereof, whether audio, text, images, videos or any other form, shall be the property of the Ministry of Culture and licensed thereto, and the content thereof shall be protected by laws and copyright agreements around the world, so that all such rights shall be reserved.

1. The age specified for the Participant shall be taken into account in the conditions separately for each of the cultural awards.

2. The Participant’s personal information shall be complete and accurate.

3. The nomination shall be available for Saudis, the children of Saudi women and local Saudi cultural institutions.

4. Nominations shall be received by uploading the same to the initiative’s electronic Platform, and no nominations from outside the website shall be accepted.

5. The conditions for each cultural award shall be observed separately.

6. The Participant shall own all the general and intellectual rights of the submitted work, or partial ownership that gives the same the right to submit with the consent of the rest of the parties, with the submission of documents proving that.

7. The Participant shall abide by the start and end dates for the submissions for all awards.

8. Employees of the Ministry of Culture, companies operating the initiative, advertising agencies, and members of the nomination and arbitration committees may not submit nominations for the initiative.

9. It is possible to be nominated for several different awards, provided that all requirements are attached to each award separately, noting that only one submission shall be selected in the event of qualifying for the final stages.

10. Winners of their sector awards may not participate in the initiative for three years after their winning.

11. The winner of one of the cultural sectors awards may not win one of the two main awards in the same year.

1. The Participant acknowledges and warrants that all intellectual property rights in the Platform and Services are the exclusive property of the Ministry of Culture and licensed thereto, and that all copyrights, patents, trademarks, trade names, trade secrets, logos, marks, look of the Platform and Services, including page headers, custom graphics, button icons and scripts in the Ministry of Culture’s service mark or trademark, and other intellectual property rights in the Platform or Services, or both, are all the property thereof.

2. The Participant acknowledges and agrees that all rights of the Platform or Services or both are licensed rights and are not sold thereto, and that the Participant has no right whatsoever to use what is on the Platform or Services or both except for the right to use the Platform or Services or both in accordance herewith.

3. The Participant may not use, copy, edit, modify, reproduce, display, distribute, store, transmit, exploit or broadcast any intellectual property right without the prior written consent of the Ministry of Culture.

4. The Participant acknowledges that these Terms and Conditions do not include any provision that allows the Participant to transfer any right, license or content from the contents of the Ministry of Culture to the Participant. Meanwhile, all trademarks or registered trademarks, product names, companies or logos placed on the Platform are the property of their respective owners.

5. The Participant also acknowledges and agrees that, in the event that any false allegations are issued thereby pursuant to a notification sent by the Participant stating the existence of infringing activity or materials, the Participant shall be liable for any damages arising therefrom, including attorneys’ fees and costs incurred by the Ministry of Culture or the alleged infringer as a result of the dependence of the Ministry of Culture on such false allegations in removing or disabling access to those materials or activity in which the Participant claimed violations. Accordingly, the Ministry of Culture shall have the right to stop providing Services or part thereof to the Participant or to delete the account thereof or disable the same as a result of such false allegations.

6. Owners of submissions agree that the Ministry of Culture or any third party authorized thereby may publish those submissions on the website or in any other media, whether known now or emerging in the future, including websites, mobile, television, radio, etc., and the Participant also agrees that the same may be used in promotional activities and advertising. The Participant also agrees to grant the Ministry of Culture or any third party authorized thereby an irrevocable license to display, publish or transmit the submission, change or modify the same, store the submission, reproduce it in another way, or license it to a third party with the aim of displaying it in the media, based on the first license for these purposes.

1.These Terms and Conditions shall be subject to the laws and regulations applicable in the Kingdom of Saudi Arabia, and the competent judicial authorities in the Kingdom of Saudi Arabia shall consider any dispute, disagreement or claim arising out of or related to the visit and/or usage of the Platform and/or the Services.
2. The Ministry of Culture shall not be liable whatsoever to the Participant for any indirect, incidental, special or consequential damages, including loss of profits, loss of data, personal injury or damage to related property, which may be caused by or related to any use of the Platform or the Services or both, even if the Ministry of Culture has been notified about the possibility of such damages.
3. The Ministry of Culture shall not be liable for any damages or losses resulting from: (a) the Participant’s use of or reliance on the Platform or Services, or the ability to access or use the Platform or Services; (b) any transaction or relationship between the Participant and any external service provider, even if the Ministry of Culture has been notified about the possibility of such damages.
4. The Ministry of Culture shall not be liable for the delay or failure to perform as a result of reasonable reasons that are beyond the control thereof.
5. The Ministry of Culture shall not be liable for whatsoever damages or liabilities without any limitation, known or unknown, conceivable or not, authorized or unauthorized, relating to the Platform, including: (a) any breach of the provisions of the applicable law by a third party or failure to comply with these Terms and Conditions. (b) any conduct or speech of any other user, whether via the Internet or through other media.
6. The Participant shall indemnify the Ministry of Culture for any damage that may arise from any claims, suits, losses, liabilities or expenses, including attorneys’ fees, which may arise out of or related to the following: (a) The Participant’s use of the Platform. (b) The Participant’s violation or breach of any provisions herein. (c) The Ministry of Culture’s use of the content created or provided thereby. (d) The violation of any rights owned by third parties.
7. The Ministry of Culture shall reserve the right, at its absolute discretion and without prior notice, to terminate, suspend or deactivate the Participant’s account immediately, in the event that there is a violation hereof or of any other policies and conditions published on the Platform or through the Services by the Participant or by someone using the Participant’s credentials.

What is the National Cultural Awards Initiative?
The National Cultural Awards aim to honor cultural achievements and productions, individual and group artistic talent in all cultural sectors. The Initiative aims to encourage cultural production and content in the sixteen cultural sectors. The Initiative also supports the realization of the Kingdom’s Vision 2030, through the Quality-of-Life Program that supports culture as a lifestyle, and supports boosting the Kingdom’s image on the international level.

How can I nominate myself?
You can nominate yourself by visiting the main page, selecting the award you want to be considered for, pressing the “Nominate Yourself” button, and then filling out the required nomination form.

How are the winners selected?
Winners are selected based on criteria developed by experts in the award field.

What is the format of the submission form?
Please see the intended registration form for more information on the submission format.

What are the stages that require me to attend in person?
The initial stages of the Initiative do not require the candidates to attend in person, but in the final stages, the committee may request the attendance of the candidates.

How will I know if I am nominated?
If you are nominated to the final stage, you will be contacted based on the contact information you entered in the registration form.

Can I withdraw from the Initiative after submitting my application?
Yes, you can withdraw before reaching the shortlisting or judging stage, but you must notify the MOC in writing at info@moc.gov.sa.

What makes someone eligible to compete for the award?
Citizens, children of female citizens, and local Saudi cultural institutions are all eligible to participate, as long as the participation has a real, effective role, and a distinct contribution, taking into account the specified duration of the contributions as stated in the regulations specified for each of the cultural awards separately.

Registration

I forgot my password. How can I reset it?
Click the “Login” button at the top of the main page, then “Forgot Password,” and follow the on-screen instructions.

I have not received the activation e-mail after registration. What should I do?
There may be a slight delay between the time of completing the registration process and the time of receiving the activation e-mail. If the problem persists, please contact us at the following Ee-mail: info@moc.gov.sa.

Participation

Can I send nominations via regular mail?
No, this is not possible; you can only participate through the initiative's official website

How do I make sure that my participation has been received?
A confirmation e-mail will be sent to your registered e-mail.

Can I make changes to my participation?
You cannot change the participation once it has been submitted, but you can send an e-mail requesting that it be deleted so that you can resubmit your new participation.

Is it possible to participate in multiple awards?
The applicant can partake in multiple awards as long as all requirements are attached to each award separately, knowing that only one participation will be chosen if nominated for the final stages.

Is it possible to submit multiple participations for the same award?
The participant may submit multiple entries for the same award, but only one will be chosen if nominated for the final stages.

In what language should I submit my participation?
The majority of awards accept entries in both Arabic and English, but some awards only accept entries in Arabic. Please read each award’s conditions on its own page.

Can I participate with a work that was done in 2017 or earlier?
Each award has a specific period of time that must be considered, as specified in the regulations for each award separately.

Can new and emerging institutions participate in the award?
The institution must have been active in the Saudi market since at least 2018.

Can institutions or establishments based outside of Saudi Arabia participate in the award?
Yes, but only if the participating institution or agency’s headquarters are located in the Kingdom of Saudi Arabia.

Should the publishing institution or translation agency be a Saudi establishment?
Yes, it must be a Saudi-owned institution.

Is it possible to participate as a music band?
Yes, you can participate as a music band.

Is it necessary for the movie cast to be Saudi citizens?
The percentage of Saudis in the cast cannot be less than 50%.

Is there a minimum running time for a film to be eligible for the film award?
Yes, a feature film must have a a minimum running time of at least 40 minutes.

Is there a requirement that the participant have worked in the field of national heritage for a certain amount of time?
Yes, the nominee must have worked for at least ten years in the field of national heritage, with a focus on sustainability and continuity.

Is it necessary to be a fashion designer to participate in the Fashion award?
Anyone working in the field of fashion design is welcome to participate.
